I believe that an experience level of at least 6 years is the minium requirement, liken this to an apprenticeship period. This is the time a reader learns, and further develops inherited giftings.
This is what determines the level of the tarot reader. There is always the exception to the rule but this is very remote. Like all things experience and practice perfects!
